halal certification for foreign companies Indonesia

Indonesia is one of Southeast Asia’s most attractive markets for international business. However, foreign companies planning to introduce products, establish distribution networks, or expand commercial activities in Indonesia must thoroughly understand the country’s regulatory requirements.

A crucial aspect for international manufacturers, exporters, distributors, and brand owners to consider is compliance with halal regulations. Halal requirements are particularly relevant for companies whose products are intended for entry, circulation, and marketing within Indonesia.

A common question among international business players is whether halal certificates issued in their home countries are automatically accepted in Indonesia. The answer is not always straightforward. Recognition of such certificates depends on Indonesia’s prevailing halal framework, the status of the foreign halal certification body, the relevant product category, and the existence of recognition agreements or cooperation arrangements with Indonesian authorities.

With the next major milestone in the implementation of mandatory halal certification approaching on October 18, 2026, foreign businesses should proactively review their products, documentation, certification arrangements, and market entry plans well in advance.

Do Foreign Companies Need to Comply with Indonesian Halal Rules?

Indonesia’s halal assurance framework is not limited to domestically produced goods. Products manufactured outside Indonesia are also subject to applicable halal regulations when imported, distributed, circulated, or traded within the Indonesian market.

This is a crucial consideration for international companies, as obtaining halal certification in another country does not automatically mean the product meets Indonesian requirements.

Before entering the Indonesian market, foreign companies should evaluate several fundamental questions:

1. Does the product fall under a category covered by Indonesia’s halal framework?
2. Will the product be marketed or presented as a halal product in Indonesia?
3. Was the existing halal certificate issued by a recognized Foreign Halal Institution (LHLN)?
4. Is there a valid recognition or Mutual Recognition Agreement (MRA) between the relevant foreign halal certification body and BPJPH?
5. Are there additional steps regarding registration, documentation, labeling, or compliance that must be completed before the product is marketed in Indonesia?

Answering these questions early on can help companies avoid unexpected regulatory issues after the product has been shipped.

Can a Foreign Halal Certificate Be Used in Indonesia?

Halal certificates issued outside Indonesia cannot be automatically deemed valid for commercial distribution within the country.

Where applicable, foreign companies must register their overseas halal certificates through the official SiHalal system managed by BPJPH.

Furthermore, the foreign certificate must originate from a recognized overseas halal certification body. Such recognition often depends on whether the relevant overseas halal body holds a valid Mutual Recognition Agreement (MRA) with BPJPH.

Therefore, companies need to verify the status of both the certificate and the issuing organization. While holding a certificate from a reputable organization in the company’s home country is beneficial, the company must still confirm whether that certification is recognized under Indonesia’s regulatory framework.

What Is Mutual Recognition?

Mutual Recognition Arrangements (MRAs) aim to facilitate cooperation and recognition between Indonesia and relevant overseas halal certification systems.

For international companies, an applicable MRA can serve as a crucial pathway for the recognition of halal certifications obtained abroad. This can streamline market entry preparations for products certified by recognized overseas halal bodies.

However, mutual recognition should not be interpreted as a complete exemption from Indonesian halal requirements.

Companies must still verify:

• Recognition status of the foreign halal certification body.
• Scope of the recognition agreement.
• Whether the company’s specific products are covered.
• Validity period and details of the foreign certificate.
• Registration procedures applicable in Indonesia.
• Any additional requirements regarding importation, labeling, distribution, or product registration.

As recognition provisions and regulatory requirements are subject to change, foreign companies should verify the current applicable requirements before launching products in Indonesia.

What Should Foreign Companies Prepare?

Preparing Halal documentation prior to entering the Indonesian market can significantly enhance readiness to meet regulatory requirements. International companies should organize information covering the products themselves, their constituent ingredients, suppliers, production activities, and existing certifications.

1. Product Information

Begin by compiling a comprehensive list of the products to be introduced to Indonesia.

This documentation must clearly specify the product name, category, variants, and other relevant product information. If the company plans to introduce more than one product, each must be reviewed individually, as regulatory requirements may vary depending on the product type.

Clear product information also facilitates coordination among the overseas manufacturer, importer, distributor, and regulatory advisor.

2. Ingredients and Materials

Companies should conduct a thorough review of the ingredients and materials used in their products.

Special attention may be required for materials necessitating additional verification, including animal-derived ingredients, gelatin, enzymes, flavorings, additives, and materials associated with fermentation processes.

Companies must also understand the origins of and supporting documentation for the relevant ingredients. Reviewing the finished product alone may be insufficient if questions arise regarding the Halal status of its individual constituent components.

3. Supplier Documentation

Supplier documentation is another crucial aspect of preparing for halal certification.

Foreign companies need to gather relevant documents from suppliers and maintain them within an organized system. Where necessary, companies must establish procedures for requesting up-to-date documentation from suppliers.

Incomplete or inconsistent supplier records can lead to delays during the regulatory review process and make it difficult to substantiate the status of specific ingredients or materials.

4. Manufacturing Information

Companies should prepare information regarding their manufacturing facilities and production processes.

Depending on applicable requirements, relevant information may include:

• Production flow.
• Manufacturing facilities.
• Equipment used in production.
• Cleaning procedures.
• Storage arrangements.
• Product handling procedures.
• Segregation or handling of related materials.

Maintaining accurate manufacturing information can help demonstrate how products are manufactured and handled throughout the supply chain.

5. Existing Halal Certificates

If a product already holds halal certification from another country, the company must prepare the original certificate along with supporting information regarding the issuing body.

Furthermore, the foreign company must verify whether the certification body holds a recognized status in accordance with regulations applicable in Indonesia.

This step is crucial because possessing a foreign halal certificate does not automatically guarantee its validity for the Indonesian market.

Imported Products and the October 2026 Requirement

The mandatory halal implementation stage beginning on 18 October 2026 is particularly important for foreign companies because BPJPH has confirmed that the halal framework also addresses imported products.

International businesses planning to export covered products to Indonesia should therefore begin preparing early.

Preparation may involve coordination between:

1. The overseas manufacturer
2. The foreign halal certification body
3. The Indonesian importer
4. The distributor
5. Regulatory and compliance advisers

A lack of coordination between these parties can delay market entry.

Halal Compliance Is Part of Market Entry Planning

Foreign companies should not treat halal certification as an isolated administrative process.

Depending on the product, market entry may also involve:

1. Import requirements
2. Product registration
3. Business licensing
4. Labeling requirements
5. Distribution arrangements
6. Customs procedures
7. Sector specific approvals

Halal compliance should therefore be incorporated into the company’s overall Indonesia market entry strategy.
